Following an alleged rail contract scam running to the
tune of N1 trillion, A Past Board Chairman of the Nigerian Railway Cooperation,
Haliru Mohammad Bello has denied involvements in any contracts saying that it
was the Federal Executive Council, FEC who awarded contracts not the board.
Fielding questions from an ad hoc
committee in the House of Representatives investigating the alleged contract
scam, Bello cited Section 22 of the Procurement Act which excluded the board
from contracts.
The Peoples Democratic Party Acting
Board of Trustees Chairman argued that the Board only carried out oversight
functions of contracts approved by the Federal Executive Council reiterating
that he only signed agreements not the contracts.
He also said he cannot recall all
the contracts he signed, stressing that he is 70 years old.
Bello further explained that the Nigeria
Railway Corporation had various board committees who receive report from the
engineers and reported back to the board.
He however recalled giving a
directive for the sale of scraps in the railway yards but said he did not know
if it was eventually sold during his tenure which spanned from 2009 to
2011
